To compare fuel prices between European countries, we decided to look at where fuel is cheapest in Europe.
The methodology is fairly simple: take the average price of a litre of petrol in each country and the average monthly net salary (after tax). The resulting affordability index is the ratio of these two figures and tells us how much of their monthly income the average person has to spend to afford fuel.
The results are more or less as expected: Western European countries lead in affordability, while fuel is least affordable in Eastern Europe.
Fuel prices in Bosnia and Herzegovina, Serbia and Montenegro are therefore among the least affordable in Europe, while fuel prices in Croatia, Slovenia and Hungary are somewhat more affordable.
